Is now the time to invest?

Since reaching their lows in March, markets have risen by over 20% as at the time of writing, technically making this a bull market. What does this mean? And does it mean that the worst is over? And more importantly, does it mean you should start investing again?

This question is academic for most investors, because mostly they are already invested. Not only that, they are already invested in those investments that are starting to recover, albeit they had invested at a higher point than now. For these investments, the growth of the equity markets is some relief after the past 12 months of falls, but it will take more than a 20% gain to make up for these falls, and of course a 20% gain does not cover a 20% loss!
